webman/console 控件需要更新

目前 webman/console 生成的中间件代码与实际不符，
新的是
public function process(Request $request, callable $handler): Response;

生成的是
public function process(Request $request, callable $next) : Response

其他的命令请也检查一下，符合当前的最新框架。
还有就是生成的时候要检查一下文件是否存在，存在就提示，目前的会覆盖。
